Because both halves are medians of a sample of recent sales, the second decimal carries more precision than the underlying data supports: differences of a few hundredths of a point between districts are noise, not a ranking, and these are best read as broad tiers (for example, "around 1.3%" versus "around 2%"). A specific home's actual bill depends on its own assessment, any exemptions such as STAR, and any village or special-district taxes layered on top, so it can sit meaningfully above or below its district's median.
